A Unique Solution To Slowing Speeders

This from the Navestock Parish Council, located 25 miles northeast of London, England -

A proposal has been made for a unique way to control speeding traffic and save the community money as well. The idea is to not bother fixing potholes on secondary roads. That way drivers will be forced to slow down. Police officials are concerned it will put people at risk and the idea is being debated.

I guess we generally build humps in the road and these folks want to keep the valleys.
